VPA Public Notices
Opportunities to participate in public meetings and to provide public comment are listed below. DEQ is required to notify landowners residing adjacent to any proposed new land application sites about proposed permit actions. Adjacent landowners are given a 30-day comment period in which they may provide written comments on the proposed permit actions below 33 days from the day the postcard is postmarked.
Summary: Synagro Central, LLC has submitted an application for the modification of their existing Virginia Pollution Abatement (VPA) Permit No. VPA00831 to include 25,759.3 acres of agricultural and silvicultural land at 15 sites, of which 6,337.1 acres is new land application area. The permit authorizes the land application of biosolids and water treatment plant (WTP) residuals as fertilizer to specific sites in Essex County, and limits the application of nutrients, metals, and pathogens contained in these materials to amounts that protect water quality and human health, in accordance with the VPA Permit Regulation, 9VAC25-32.
Public Comment Period: April 16 - June 4, 2025
The Summary of Comments Public Hearing has been scheduled for Monday, August 18, 2025 at 6:00 p.m. at the Tappahannock-Essex Volunteer Fire Department located at 620 Airport Road, Tappahannock, VA 22560. Public notice of this public hearing has been posted to the Virginia Regulatory Town Hall and sent to all individuals who previously commented, either in person at the draft permit public hearing or in writing during the public comment periods. No new information will be accepted at the hearing. Only comments regarding the Department’s Summary of Comments will be accepted. Only individuals who previously commented, either at the public hearing or in writing during the applicable public comment periods, may provide comments at the hearing.
DEQ determined that the regulatory criteria to hold a public hearing was met after the draft permit comment period, and a public hearing was held on May 19, 2025 at 6:30 p.m. at the Tappahannock-Essex Volunteer Fire Department located at 620 Airport Road, Tappahannock, VA 22560. An informational briefing was held before the public hearing at the Tappahannock-Essex Volunteer Fire Department in Tappahannock on May 19, 2025 at 6:00 pm. Public notice of this public hearing was published in the Rappahannock Times on April 16, 2025. This notice established a 45-day public comment period in which the public was invited to submit written comments the proposed permit modification to the DEQ - Blue Ridge Regional Office or to the DEQ Contact below by June 4, 2025.
Public notice of this proposed permit action was published in the Rappahannock Times on Jan. 8, 2025. This notice established a 30-day public comment period in which the public was invited to submit written comments and/or request a public hearing on the proposed permit modification to the DEQ - Blue Ridge Regional Office or to the DEQ Contact below by Feb. 7, 2025.
A public meeting was held on Oct. 17, 2024 at 6:00 p.m. that provided information regarding a request to modify a biosolids land application permit in Essex County, VA at the Essex County School Board Office - Board Room, located at 109 Cross St, Tappahannock, VA 22560.

Summary: Synagro Central, LLC has applied for the reissuance of an existing permit to include 584.6 acres, of which 253.5 are additional acres, of agricultural land. The permit authorizes the land application of biosolids and water treatment plant residuals as fertilizer to specific sites in Culpeper County, and limits the application of nutrients, metals, and pathogens contained in these materials to amounts that protect water quality and human health, in accordance with the VPA Permit Regulation, 9VAC25-32.
Public Comment Period: April 29th - May 30, 2025
After the close of the comment period, DEQ determined that the regulatory criteria to hold a public hearing was not met, and a public hearing was not held. Public notice of this proposed permit action was published in the Culpeper Star Exponent on April 29, 2025. This notice established a 30-day public comment period in which the public was invited to submit written comments and/or request a public hearing on the proposed permit reissuance to the DEQ - Northern Regional Office or to the DEQ Contact below by May 30, 2025.
A public meeting was held on Oct. 29, 2024 at 6:00 p.m. that provided information regarding a request to reissue a biosolids land application permit in Culpeper County, VA at the Culpeper County Library located at 271 Southgate Shopping Center, Culpeper, VA 22701.

DEQ is currently in the process of reviewing comments received during the comment period. A formal decision on holding a public hearing is pending review by DEQ.

This notice will establish a 30-day public comment period in which the public is invited to submit written comments and/or request a public hearing on the proposed permit reissuance to the DEQ - Blue Ridge Regional Office or to the DEQ Contact below by Aug. 13, 2025.
HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING:
DEQ accepts comments and requests for public hearing by hand delivery, e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. DEQ must receive hand-delivery and postal mail by close of business and email comments by 11:59 p.m. on the last day of the comment period. Submittals must include the permit number, name and postal address or email address of the commenter/requester. A request for a public hearing must also include 1) Name and permit number for which the hearing is requested. 2) The reason why a public hearing is requested. 3) A brief, informal statement regarding the nature and extent of the interest of the requester, including how and to what extent such interest would be directly and adversely affected by the permit. 4) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial disputed issues relevant to the permit.

Summary: Synagro Central, LLC has applied for a permit issuance that would authorize the production of exceptional quality biosolids at their proposed facility in Greensville County, Virginia. Synagro Central, LLC proposes to distribute and market their product directly from their facility to distributors statewide, such as fertilizer wholesalers, retailers and appliers, or directly to farmers. The product will be registered with the Virginia Department of Agriculture and Consumer Services as a soil amendment and may be sold as is or blended with other fertilizers or soil amendments. The draft permit limits the metals and pathogens contained in the biosolids to amounts that protect water quality and human health.
