Procurement Policy Statement
All purchases, regardless of dollar value, are made in accordance with the Virginia Public Procurement Act (VPPA), the DPS Agency Procurement and Surplus Property Manual (APSPM), and DEQ policies and procedures.
This public body does not discriminate against faith-based organizations.
Any vendor providing goods or nonprofessional services to the Commonwealth should be familiar with the Commonwealth of Virginia Vendors Manual.
DEQ follows its Annual SWAM Procurement Plan to establish affirmative principles, methods and procedures for utilization of micro, small, minority-owned and women-owned businesses in Agency procurement activities. DEQ encourages micro, small, minority-owned and women-owned businesses to participate in DEQ procurement opportunities; and encourages eligible small, minority-owned and women-owned businesses to become certified as a “Micro Business” by the Virginia Department of Small Business and Supplier Diversity (SBSD). DEQ is committed to the set-aside mandate issued in Executive Order Number 35 (2019) "Advancing Equity for Small, Women, Minority and Service-Disabled Veteran-Owned Businesses In State Contracting."
Electronic Procurement Requirements
eVA is the Commonwealth of Virginia’s online, electronic procurement system that streamlines and automates government purchasing activities in the Commonwealth. The eVA e-procurement system is used by state agencies and institutions (such as colleges and universities) and many local governments; and is the gateway for vendors to conduct business with state agencies and institutions: all vendors desiring to provide goods and/or services to Commonwealth of Virginia state agencies and institutions shall participate in the eVA e-procurement system. All Bidders or Offerors must register in eVA prior to award of a contract.
