Background

The Possum Point Power Station is located near the Town of Dumfries in Prince William County, Virginia. The station is accessed by Possum Point Road (Route 633) and is adjacent to the Potomac River and Quantico Creek. The power station generated electricity from coal between 1948 and 2003, and currently generates electricity using natural gas and oil. The power station used a wet ash management system to convey coal ash to onsite surface impoundments and had a Virginia Pollution Discharge Elimination System (VPDES) permit regulating discharges from the impoundments. 

The station had five coal combustion residuals (CCR) surface impoundments that managed sluiced or wet CCR from the station as part of the wastewater treatment system (Ponds A, B, C, D and E). The impoundments at this facility (also known as coal ash ponds) are subject to the EPA CCR Rule and the requirements of Virginia Waste Management Act.
