On February 14, 2024, DEQ received a Notice of Intent on behalf of the Nova Company of Virginia (Owner) announcing their intent to submit a solid waste permit application to establish a new privately-owned and operated solid waste management facility (SWMF) in Russell County, Virginia. The landfill is proposed to be located at the old Moss 3 coal mine site.

On June 10, 2024, the Russell County Board of Supervisors terminated negotiations with the Nova Company of Virginia with respect to the proposed Host Agreement for the landfill. As noted in DEQ's completeness review, the applicant must have a host agreement with the locality, so no further updates to this page are anticipated.
