e-DMR System is Now on a New Platform

VPDES permit holders using the e-DMR system must submit electronic discharge monitoring reports through the myDEQ Portal effective August 1, 2022.

Permit holders that have a Virginia Pollutant Discharge Elimination System (VPDES) Permit use the Virginia Department of Environmental Quality’s myDEQ Portal system for current Electronic Discharge Monitoring Reporting (e-DMR).

Permit Regulation 9VAC25-31-970 requires VPDES-regulated entities to submit permit-required Discharge Monitoring Reports electronically via DEQ’s e-DMR system. This includes those with the following: 

  • VPDES Individual Permit (VA00#####)
  • VPDES General Permit for Total Nitrogen and Total Phosphorus Discharges and Nutrient Trading in the Chesapeake Bay Watershed in Virginia (VAN0#####)
  • VPDES General Permit for Discharges of Stormwater Associated with Industrial Activity (VAR05####).

The remaining General Permits are not required to register at this time on myDEQ Portal and begin Electronic Discharge Monitoring Reporting (e-DMR) but may register on a voluntary basis and begin reporting before the mandatory registration due date that will be announced for the permit type. This includes those with the following: 

  • VPDES General Permit for Concrete Products (VAG110###)
  • VPDES General Permit for Noncontact Cooling Water Discharges (VAG250###)
  • VPDES General Permit for Domestic Sewage Discharges (VAG40####)
  • VPDES General Permit for Seafood Processing Facilities (VAG523###)
  • VPDES General Permit for Potable Water Treatment Plants (VAG640###)
  • VPDES General Permit for Vehicle Wash Facilities and Laundry Facilities (VAG750###)
  • VPDES General Permit for Petroleum Contaminated Sites (VAG830###)
  • VPDES General Permit Nonmetallic Mineral Mining (VAG840###)

For those who have not previously used the e-DMR system and as additional permit reporting is available in the e-DMR system, the process for gaining access to the new electronic Discharge Monitoring Reports is as follows:

Click Register on the myDEQ Portal page

  • Fill out Register New Account form
  • Verify your email address
  • Log In to the myDEQ Portal

Provide My Account information to complete activation in the system

  • Complete Profile information which is required for all users
  • Complete Identity Verification for users to Sign/Submit reporting
    • Prove Identity
    • Set Knowledge Questions
    • Complete the Electronic Signing Agreement

The videos are short dealing with specific areas of the system which allows separately viewing of the needed information.  More videos will be added when available and should cover all areas of the eDMR reporting on myDEQ Portal.
