The Clover Power Station is located at 4091 Clover Road (State Rd 92), adjacent to the Staunton River, in Clover, Halifax County, Virginia. The station has two sludge sedimentation basins that receive station wastewaters, including flue gas desulfurization (FGD) sludge, which is coal combustion residuals (CCR). DEQ issued solid waste permit no. 622 (SWP622) for the retrofit, continued operation, and future closure and post-closure care of these basins. Both basins (North and South) have been retrofitted in accordance with the EPA CCR Rule.

The station also has a CCR landfill that has operated under solid waste permit no. 556 (SWP556) since 1993. The permit is currently under revision to incorporate EPA CCR Rule requirements applicable to existing landfills.
