The information below provides general guidelines for the submission of environmental documents to the DEQ Office of Environmental Impact Review (OEIR). If you have further questions, please email EIR@DEQ.Virginia.gov.

For State and Federal Projects

(Environmental Impact Reports, National Environmental Policy Act documents, Coastal Zone Management Act/Federal Consistency, Airport Licensing/Runway Extension, Mineral Extraction/Drilling, Power Plants/Transmission Lines, Oil /Gas)
       
Submit a searchable PDF or Word document with the project contact’s email address to DEQ OEIR through one of the following ways:

  • VITA LFT, which requires an invitation for access. An invitation request should be sent to EIR@DEQ.Virginia.gov. Each file should not exceed 50 MB if possible.
  • Email the document (25 MB maximum file size) to EIR@DEQ.Virginia.gov.
  • Submit the document to EIR@DEQ.Virginia.gov via website or file transfer protocol (ftp) site. If applicable, registration or password must be provided with submission. Each file should not exceed 50 MB if possible.

For NEPA Scoping Requests 

  • Email the request to EIR@DEQ.Virginia.gov and contact review agencies as identified in the DEQ response directly for their input.

 

For Locally Sponsored, Federally Funded Projects 

Only applies to Intergovernmental Review (Executive Order 12372) and Federal Consistency Regulation Subpart F (15 CFR Part 930, Subpart F)

Email the environmental document to the designated point of contact (identified below) for projects in the following DEQ regions:

Please note that DEQ OEIR does not serve as the Clearinghouse or Single Point of Contact pursuant to federal Executive Order 12372. DEQ primarily provides guidance regarding compliance with environmental laws and regulations in response to intergovernmental review requests.
