Composting is the controlled decomposition of organic material to generate a stable organic product which can be utilized as a soil amendment and provide plant nutrients.  The biological heat generated during decomposition helps reduce pathogens and weed seeds in the generated compost.  Since composting is an aerobic process, less methane (a greenhouse gas) is generated than when organic waste is sent to a landfill and undergoes anaerobic decomposition.   

The Virginia Solid Waste Management Regulations (VSWMR, 9VAC20-81), the Virginia Pollution Abatement (VPA) Permit Regulation (9VAC25-32), and Sewage Collection and Treatment Regulations (9VAC25-790) govern composting operations within the Commonwealth.  Facilities composting biosolids are permitted under a VPA permit and those composting food waste and other organic waste, such as industrial sludges, would receive a Permit-By-rule for a Solid Waste Management Facility.  There are also several exemptions for composting of organics at the site of generation and agricultural compositing under the VSWMR provided no open dump, hazard or public nuisance is created.
