The Clean Water Financing and Assistance Program (CWFAP) administers four funding programs: Virginia Clean Water Revolving Loan Fund (VCWRLF), Stormwater Local Assistance Fund (SLAF), Water Quality Improvement Fund (WQIF), and the American Rescue Plan Act (ARPA) Wastewater Funds.

CWFAP supports DEQ’s mission to protect and enhance water quality by providing flexible funding solutions and assistance to localities, organizations and citizens of the Commonwealth.

Announcements

• The Stormwater Local Assistance Fund (SLAF) Fiscal Year 2026 solicitation of applications will begin Friday, August 1, 2025. Applications will be accepted until Wednesday, October 1, 2025. More information, including application and submission instructions, is available on the SLAF page.

• The Virginia Clean Water Revolving Loan Fund (VCWRLF) Fiscal Year 2026 solicitation of applications closed on July 25, 2025. Applications submitted by the deadline are now under review.
