Virginia’s government agencies use several manuals to guide the implementation of stormwater-related statutes and regulations. These manuals provide useful information to agency staff, localities, consultants, and contractors.

For example, in November 1989, Virginia issued the Local Assistance Manual to guide development of local programs required through the Chesapeake Bay Preservation Act. In addition, VDOT maintains manuals to guide stormwater management at transportation and related sites.

DEQ cannot ensure that these manuals are consistent with current regulations. Regardless of manual content, DEQ retains authority to implement most stormwater regulations in Virginia.
