The Construction General Permit (refer to Part II in particular) requires an operator / permit holder to have Stormwater Pollution Prevention Plan (SWPPP) inspections conducted by qualified personnel (QP). This means that they must be able to identify proper implementation of the erosion and sediment control plan, stormwater management plan and pollution prevention plan. This includes being able to assess the effectiveness of the controls in place on the site.
DEQ QP Link & Prerequisite Learning
Obtain QP Certificate in CATS *
* A Responsible Land Disturber (RLD) certificate, or DEQ ESC certification, or Professional License is required as prerequisite learning. The DEQ QP course targets required stormwater knowledge to conduct SWPPP inspections.
DEQ QP Course Details
- There is no cost to complete the QP course, but individuals may incur costs when meeting the ESC prerequisite learning component. Obtaining an RLD costs $120.
- After you login to CATS and have met the ESC prerequisite, click the Obtain QP button on your CATS profile page and follow the onscreen instructions.
- The QP online course will take approximately 60 minutes to complete.
- Once completed, a QP certificate with a QP number will be assigned to you. This certificate can be downloaded/printed for your records and for inclusion in the SWPPP.
- The QP certificate is valid for three years. CATS will notify individuals of certificate expiration via email 1 year, 6 months, and 1 month prior to expiration.
