The retired Bremo Bluff Power Station is located at 1038 Bremo Bluff Road, east of Route 15 (James Madison Highway) and north of the James River, in Bremo Bluff.  The station has three coal combustion residuals (CCR) surface impoundments that manage sluiced or wet CCR from the station as part of the wastewater treatment system.  The impoundments at this facility (also known as coal ash ponds) are subject to the EPA CCR Rule and the requirements of the Virginia Waste Management Act.

Solid waste permit no. 618 (SWP618) was issued in June 2019 to address closure by removal of two of the three impoundments (the East and West Ash Ponds) and groundwater and surface water monitoring for the three impoundments.  As of April 2020, ash has been removed from the East and West Ponds. Plans for closure by removal of ash from the remaining impoundment (the North Pond) are under development. Once plans are submitted to DEQ, a separate permitting action will address closure by removal the North Pond.

To allow for closure by removal of ash from the North Pond, Dominion submitted a Part A application in July 2021 for a new CCR landfill.  The proposed landfill is located on an adjacent parcel at the east side of the retired Bremo Power Station.  The facility boundary for the unit is 125 acres of which approximately 47 acres are designated for CCR disposal.  The landfill will have a capacity of 6.2 million cubic yards and an estimated site life of 6 years, assuming a daily disposal limit of 15,000 tons/day operating 312 day/year.  Partial approval of the Part A application was provided in January 2023 with final approval issued in December 2024.

 Two streams will be impacted by the proposed landfill. Dominion Energy asserts that the stream impacts will not result in an unreasonable risk to public health, or the environment based on a thorough alternatives analysis and impact evaluation included in the Joint Permit Application submitted to DEQ and the U.S. Army Corps of Engineers (Corps).  Based on those analysis, a Virginia Water Protection (VWP) Individual Permit No. 21-2305 from DEQ and Section 404 Permit No. NAO-2020-01000 (VRMC #21-V2305) from the Corps for impact to the streams have been granted.  Based on those approvals a variance to the siting criteria was issued on November 12, 2024.

 A Part B application for the landfill design and construction was submitted in March 2023.  the application was reviewed for technical adequacy, and public comments were received from March 20, 2025, thru May 16, 2025.  SWP627 was issued on June 30, 2025.
