Dominion Energy - Chesterfield Power Station - Chesterfield County, VA

Purpose of notice: To announce an extended public comment period and an additional public hearing on a draft permit from the Department of Environmental Quality to limit air pollution from a facility in Chesterfield County, Virginia.

Extended public comment period: August 8 to October 23, 2025

Additional public hearing: SpringHill Suites Chester, 12301 Redwater Creek Road, Chester, on October 8, 2025 starting at 5:00 p.m. In order to provide opportunity for the maximum number of commentors, individual comment time will be limited. The hearing will last until the last oral comment has been presented, or at 9:30 p.m., whichever is earliest. If any commenters are unable to provide oral comment by the close of the hearing, written comments will be accepted for 15 days after the public hearing (see How to Comment section below).

Permit name: Prevention of Significant Deterioration Permit issued by DEQ pursuant to applicable air laws and regulations

Facility name and address: Chesterfield Power Station, 500 Coxendale Rd, Chesterfield, VA

Project description: Virginia Electric and Power Company, dba Dominion Energy, has applied for a permit to construct the Chesterfield Energy Reliability Center project. The existing facility is classified as a major source of air pollution located at 500 Coxendale Road, Chesterfield, VA. The amount of additional PM2.5 that is allowed beyond the baseline pollution levels for a Class II area is 9 µg/m3 in 24 hrs and 4 µg/m3 annually and for Class I area is 2 µg/m3 in 24 hrs and 1 µg/m3 annually. The maximum annual emissions of air pollutants from the project are expected to be: 81.8 tons of PM, 153.9 tons of PM10, 153.9 tons of PM2.5, 825.3 tons of CO, 353.3 tons of NOx, 27.8 tons of SO2, 162.4 tons of VOC, 18.6 tons of H2SO4 and 2.2 million tons of CO2e. The project is subject to PSD for CO, PM2.5, and VOC. The expected effect on local air quality will be no significant deterioration with the degree of PM2.5 increment consumption of 3.87 µg/m3 24-hour and 1.11 µg/m3 annual for Class 2, and 0.25 µg/m3 24-hour and 0.0073 µg/m3 annual for Class 1. The project will consist of four (4) dual-fuel simple cycle combustion turbines (SCCTs) firing primarily pipeline quality natural gas (7,927,050 MMBtu/yr each, normal operation), as well as having the capability to fire No. 2 fuel oil with a maximum sulfur content of 15 ppm (1,839,000 MMBtu/yr each, normal operation). Additionally, the SCCTs will be capable of operating on an advanced gaseous fuel blend consisting of natural gas with up to 10% hydrogen. Additional ancillary equipment to be installed to support the facility are seven (7) nominal 3,500 kilowatt-electric fuel oil-fired emergency generators (124,000 gallon each per year), and one (1) natural gas-fired fuel gas heater (161.5 MMscf of natural gas/year).

HOW TO COMMENT: Any comments for this draft permit received since August 8, 2025, will be included in the official record and considered by DEQ and do not need to be resubmitted. DEQ will continue to accept comments by hand-delivery, e-mail, or postal mail. All comments must include the name, address or email address of the person commenting and must be received by DEQ during the comment period. DEQ also accepts written and oral comments at public hearings. To make a statement at a public hearing, write your name on a sign-up sheet available before the hearing. You may sign up only for yourself. The time allowed for each statement is set by the hearing officer.

Public Notification Mailing List for Major Sources of Air Pollution

DEQ, as required by law and regulation, maintains a mailing list of persons who wish to be notified of the public comment period for certain types of air permits:

  • Permits for major sources of air pollution including Title V permits
  • Prevention of Significant Deterioration (PSD) permits
  • Non-attainment New Source Review Permits
  • Acid Rain Permits

These permits are subject to a mandatory public comment period prior to issuance. Any person who would like to be notified of these permit actions can complete and submit Form PPN to be added to the DEQ notification mailing list.

Individuals added to the list will receive the same public notice published in the newspaper, posted on the DEQ website and sent to EPA. Public comment periods are for a minimum of 30 days and a hearing may or may not be held at the end of the comment period depending on the type of permit and the comments received during the comment period. How to comment and/or request a public hearing for permits:

DEQ accepts comments and requests for public hearing by hand-delivery, e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester.

A request for public hearing must also include:

  1. The reason why a public hearing is requested.
  2. A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit.
  3. Specific references, where possible, to terms and conditions of the permit with suggested revisions.

A public hearing may be held, including another comment period, if public response is significant, based on individual requests for public hearing, and there are substantial, disputed issues relevant to the permit or regulatory action.
