Public Notice - Demolition of the Q-47 Fishing Pier at Naval Station Norfolk

Title (Project Name): Demolition of the Q-47 Fishing Pier at Naval Station Norfolk 

Description: The U.S. Department of the Navy (Navy) proposes to demolish the Q-47 fishing pier at Naval Station Norfolk in its entirety as the entrance approach double tee precast concrete slab section to the fishing pier has collapsed and is permanently closed to the public, representing a safety hazard to the installation population. The pier has continued to erode from weather and storms exposing underlying conditions. The Q-47 fishing pier is 316 ft long extending to the north from the shoreline, and is located at approximately 36°57'47.38"N, 76°19'18.53"W. The approach portion is 276 ft long by 10 ft wide and the main pier head is 40 ft long by 40 ft wide that includes a 19'6 x 19’6 canopy gazebo. This project involves removal of 18 16" square battered precast concrete piles to a depth of ~72 feet. Due to the depths at which the piles were driven during construction, the navy intends to cut the 18 existing piles at a depth of ~2 feet below the current bottom of the seafloor. This may require removal of sediment surrounding the pilings to a depth of 3 feet temporarily in order for the cutting devise to be able to adequately position itself for the cutting. The navy will seek to remove this sediment without the use of dredging. The removal includes all elements of the walkway and the canopy gazebo. Removal will be conducted from a staged barge located adjacent to the structure, and the removal will include standard construction BMP’s, such as a platform or screen to ensure demolition debris will not enter the water. The proposed activity is subject to review for consistency with the enforceable policies of the Virginia Coastal Zone Management Program.
