Title (Project Name): Shoreline Erosion Mitigation Activities at Joint Base Langley-Eustis

Description: The United States Air Force (USAF) (the applicant) proposes shoreline erosion mitigation activities at Joint Base Langley-Eustis (JBLE). Ongoing shoreline erosion at JBLE is actively reshaping cultural boundaries, threatening infrastructure and impeding natural habitats vital to base operations. Without targeted intervention, this erosion could further compromise access and usability of key training and support areas along the shoreline. Approximately 21 miles of tidal shoreline make up 93% of JBLE’s perimeter; the highest-priority project sites will include an estimated 82 acres of shoreline. Different stabilization techniques, including shoreline stabilization, shoreline nourishment and marsh construction, will be applied at sections of the facility’s shoreline depending on the environmental conditions of each particular site. Shoreline nourishment will extend the shoreline outward by approximately 40 feet via the placement of geologic material that matches the local makeup. Living shorelines will be constructed via the placement of oyster castles and approximately one foot of geologic material. Tidal marshes will be constructed via the placement of appropriate geological fill material and the planting of vegetation. Oneida ESC Group, on behalf of the applicant, submitted a federal consistency determination (FCD) for the project. The proposed activity is subject to review for consistency with the enforceable policies of the Virginia Coastal Zone Management Program.
