Title (Project Name): Richmond Layover Facility—Fulton Yard
Description: The Federal Railroad Administration (FRA) proposes to provide Infrastructure Investment and Jobs Act Appropriations to the Virginia Passenger Rail Authority (the applicant) for the construction of an overnight storage and servicing facility for trains in the Richmond Metropolitan Area. This facility is necessary to support new passenger rail service between Richmond and Washington, D.C., and to eliminate deadhead movement for Amtrak trains currently overnighting at the Staples Mill Station. Three 850-foot-long storage tracks and one 800-foot-long by 16-foot-wide maintenance platform will be constructed. The approaching interlocking and signal will be relocated to 1,200 feet south of its current location, which will require the installation of new subsurface wiring. Four access roads, a service pit and a staff parking lot will be constructed. A new maintenance facility building consisting of seven connecting trailers will be installed near the proposed service tracks. During construction, the project will store equipment and materials within an 8,000-square-foot area. The applicant submitted a federal consistency determination (FCD) for this project. The proposed activity is subject to review for consistency with the enforceable policies of the Virginia Coastal Zone Management Program.
