Virginia Water Protection Program
DEQ administers the Virginia Water Protection (VWP) permit program and an associated compliance program through the regulation of:
- Surface water withdrawals and non-agricultural impoundments.
- Impacts to surface waters, such as land clearing, dredging, filling, excavating, draining, or ditching in open water, streams and wetlands.
As part of a larger effort to protect water quality, DEQ is tasked with protecting the wetlands and streams to preserve their beneficial uses. The agency strives to protect state waters and prevent and reduce water pollution in Virginia by coordinating grant funded initiatives to explore future wetlands, stream and lake protection methodologies and policies. DEQ partners closely with the U.S. Army Corps of Engineers and the Virginia Marine Resources Commission to achieve agency goals.
The VWP permit program follows state regulations and federal guidelines under the Clean Water Act Section 401. State law requires that a VWP permit be obtained before disturbing a wetland or stream by clearing, filling, excavating, draining or ditching. Applications are made through the Joint Permit Application process, which covers both federal and state review.
VWP Permit & Compliance Manual
This manual is a living set of documents and are intended to assist DEQ-VWP Permit Program staff in carrying out procedures that help ensure VWP permit actions are executed in a consistent and legally enforceable manner.
Below is a duplicate copy of the manual used by VWP permit staff in conducting permitting tasks in the VWP Permit Program. The manual is subject to change at any time. Revised documents in the manual will be refreshed on this page quarterly.
