How to Comment and/or Request a Public Hearing

DEQ accepts comments and requests for public hearing by e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester.  

A request for public hearing must also include: 

  1. The reason why a public hearing is requested.  
  2. A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit.  
  3. Specific references, where possible, to terms and conditions of the permit with suggested revisions. DEQ may hold a public hearing, including another comment period, if public response is significant and there are substantial, disputed issues relevant to the proposed permit.

The public may request documents, information or review the draft permit and application by contacting the permit writer directly.

Purpose of notice: To seek public comment on a draft permit from the Department of Environmental Quality that would allow impacts to wetlands, stream channel in Spotsylvania County, Virginia

Public comment period: September 5, 2025 to October 6, 2025

Permit name: Virginia Water Protection Permit issued by DEQ pursuant to applicable water laws and regulations

Applicant Name, address and permit number: Thornburg Towne Centre, L.L.C.; 10333 Southpoint Landing Boulevard, 3rd Floor, Fredericksburg, Virginia, 22407; VWPP Permit No. 16-1677

Project description: The applicant has applied for a modified permit for the Thornburg Towne Centre project. The project is located west of Interstate 95, south of Mudd Tavern Road (Route 606), and east of Jefferson Davis Highway (Route 1) in Spotsylvania County, Virginia. The proposed activity is the construction of a warehouse, commercial space, and associated infrastructure on a 70.10-acre development site. The modification to the permit would authorize additional surface water impacts associated with the changes in the site plan. The proposed activity would affect 6.60 acre(s) of wetlands and 421 linear feet of stream channel. The proposed activity would affect unnamed tributaries to the Lower Po River watershed.  To compensate for the surface waters affected, the applicant would purchase 12.22 wetland mitigation credit(s) and 564 USM stream mitigation credits. DEQ’s tentative decision is to issue the permit.
