NOTICE PURPOSE: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality (DEQ) that will allow the release of treated wastewater into a water body in Loudoun County, Virginia.

PUBLIC COMMENT PERIOD: September 19th - November 6, 2025

PURPOSE OF HEARING: To obtain input from the public related to the draft permit for DEQ's consideration. INFORMATION BRIEFING: Waterford Elementary School, 15513 Loyalty Road, Waterford, VA 20197 on October 22, 2025, at 6:00 p.m.

APPLICANT: Loudoun County Sanitation Authority d.b.a. Loudoun Water, P.O. Box 400, Ashburn, VA 20146

FACILITY: Waterford Wastewater Treatment Facility, 40024 Old Wheatland Rd., Waterford, VA 20197

PROJECT DESCRIPTION: The Loudoun County Sanitation Authority d.b.a. Loudoun Water has applied for a reissuance of a permit for the public Waterford Wastewater Treatment Facility. The applicant proposes to release treated sewage wastewater from residential areas at a rate of 0.058 million gallons per day into a water body. Sludge from the treatment process will be hauled to the Broad Run Water Reclamation Facility for disposal. The facility proposes to release the treated sewage wastewater into South Fork Catoctin Creek in Loudoun County in the Potomac River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: Bacteria, Nutrients, Organic Matter, Physical & Chemical Properties, Solids, and Inorganics.

ISSUES RAISED BY PUBLIC: The previous public comment period was from July 12th to August 11, 2025. The comments received at that time were related to requests to ensure the permit discharge volume remains as existing and concerns of water quality impacts due to an increased discharge volume from the wastewater treatment plant should the plant expand in the future.
