How to Comment and/or Request a Public Hearing

DEQ accepts comments and requests for public hearing by e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester.  

A request for public hearing must also include: 

  1. The reason why a public hearing is requested.  
  2. A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit.  
  3. Specific references, where possible, to terms and conditions of the permit with suggested revisions. DEQ may hold a public hearing, including another comment period, if public response is significant and there are substantial, disputed issues relevant to the proposed permit.

The public may request documents, information or review the draft permit and application by contacting the permit writer directly.

Public Notice – Environmental Permit

Purpose of notice: To seek public comment on a draft permit from the Department of Environmental Quality that would allow impacts to wetlands, stream channel, and open water in Louisa County, Virginia

Public comment period: August 15, 2025 to September 15, 2025.

Permit name: Virginia Water Protection Permit issued by DEQ pursuant to applicable water laws and regulations

Applicant Name, address and permit number: Amazon Data Services, Inc.; 410 Terry Avenue, North, Seattle, Washington 98109; VWPP Permit Application No. 25-0834

Project description: The applicant has applied for a new permit for the Green Bay Farm Road Phase I project. The project is located at 3380 Jefferson Highway, Louisa, Virginia 23093. The proposed activity is the construction of a two-lane public road and associated stormwater management facilities on approximately 215 acres. The proposed activity would affect 3.62 acres of wetlands, 0.02 acre open water, and 1,104 linear feet of stream channel. The proposed activity would affect Desper Creek in the Pamunkey River watershed.  To compensate for the surface waters affected, the applicant would purchase 5.45 wetland mitigation credits and 1,046 USM stream mitigation credits. DEQ’s tentative decision is to issue the permit.
