Notice Purpose: To seek public comment on a draft permit from the Department of Environmental Quality that would allow impacts to wetlands, stream channel, and open water in Henrico County, Virginia.

PUBLIC COMMENT PERIOD: December 14, 2024 to January 13, 2025

APPLICANT: Markel/Eagle Partners, LLC; 10618 Patterson Avenue, Henrico, Virginia 23238

PROJECT DESCRIPTION: The applicant has applied for a new permit for the Avenlea project. The project is located at 12600 and 12700 Bacova Drive in Glen Allen, Virginia. The proposed activity is the construction of a multi-family residential/commercial development with associated infrastructure. The proposed activity would affect 0.96 acres of wetlands, 0.83 acres of open waters, and 772 linear feet of stream channel. The proposed activity would affect an unnamed tributary to Little Tuckahoe Creek in the James River watershed To compensate for the surface waters affected, the applicant would purchase 1.44 wetland mitigation credits and 804 USM stream mitigation credits. DEQ’s tentative decision issue the permit.
