How to Register (ELMS)

Prior to registering in certification classes, participants must complete a series of online training classes in ELMS.

- SWM online prerequisites

Prior to registering for Plan Reviewer for SWM, individuals must:

Complete the Plan Reviewer for ESC course.
Complete SWM online prerequisite training in ELMS.

Participants should have a basic understanding of stormwater runoff hydrologic and hydraulic principles used in stormwater plan design.

Participants should also understand concepts covered in Plan Reviewer for ESC course such as: ESC requirements; ESC law and regulations; ESC plan review; computations for sediment traps and basins, outlet protection, ditches and channels; time of concentration; Rational Method; and Graphical Peak Discharge Method (TR55). These topics provide the foundation that will allow participants to fully engage in this course, relate plan review strategies and tools to plan design, and build on existing skills.

This three-day course is for individuals reviewing SWM plans submitted for approval to a Virginia Erosion and Stormwater Management Program (VESMP) authority or entity with standards and specifications.

Overview of stormwater plan design hydrologic/hydraulic concepts
Environmental site design
Energy balance method
Virginia Runoff Reduction Method and spreadsheet
Non-proprietary stormwater BMPs
Stormwater plan evaluation strategies
Plan review tools and tips

Refunds & Substitutions

Course Refund Policy

Requests for refunds must be made a minimum of two business days prior to course start date and within 45 days from the date of purchase. Refund requests must be emailed to: Certification@DEQ.Virginia.gov with proof of purchase.

Course Substitution Policy

Course enrollment changes must be made prior to the first day of course. You are welcome to:

substitute another individual for the enrollment, or
request enrollment in another course of same cost (subject to availability).

What Certification do I Need?

Who Needs to be Certified

The VESM Regulation requires the following individuals to be certified:

Staff of an erosion control and stormwater management program
Staff of an erosion and sediment control program
Anyone contracted by a program authority to perform any or all of the functions of that authority
Standard and specification holders

Qualified Personnel do not need to take certification classes. Visit the SWPPP Inspections page if you are only conducting self-inspections under the Construction General Permit (CGP) and need to meet the requirements as "Qualified Personnel".

How to Register

Equivalent Certifications

Provisional Certification

Provisional certification is a mechanism that allows individuals to conduct work while they are taking classes and taking their exam. It is not intended as a substitute for obtaining certification.

Individuals seeking SWM or ESC certification are required to obtain a passing score on the certification exam within one year from the date they complete the required training course(s).

Individuals can be provisionally certified once per certification type.
