How to Comment and/or Request a Public Hearing

DEQ accepts comments and requests for public hearing by e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester.  

A request for public hearing must also include: 

  1. The reason why a public hearing is requested.  
  2. A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit.  
  3. Specific references, where possible, to terms and conditions of the permit with suggested revisions. DEQ may hold a public hearing, including another comment period, if public response is significant and there are substantial, disputed issues relevant to the proposed permit.

The public may request documents, information or review the draft permit and application by contacting the permit writer directly.

Notice Purpose: To seek public comment on a draft permit from the Department of Environmental Quality that would allow impacts to wetlands and stream channel in Roanoke City, Virginia.

Public Comment Period: Nov. 15 - Dec. 20, 2024

Applicant: City of Roanoke Parks and Recreation; 215 Church Ave SW, Room 303, Roanoke, Virginia 24011

Project Description: The applicant has applied for a new permit for the Roanoke River Blueway Improvements project. The project is located within the Roanoke River with an upstream limit at the Memorial Avenue Bridge and downstream terminus adjacent to Smith Park along Wiley Drive in Roanoke, Virginia. The proposed activity is construction of an outdoor recreation area on the Roanoke River featuring an in-river park and shoreline facilities. The proposed activity would affect 0.33 acre(s) of wetlands and 2,423 linear feet of stream channel. The proposed activity would affect Roanoke River in the Roanoke River watershed. DEQ’s tentative decision is to issue the permit.
